I have the start up sound but no sound for everything else (WinXP)? - dora sound clips

Order on behalf of a friend who does not know much about computers, who lives far from me:

Anyway, it was stated that Windows XP has the original sound, but almost all the rest is silence. Internet, iTunes, Media Player, etc., etc., are not audible. However, the only time when you set the tone when you play Dora the Explorer (CD-ROM) for their children.

Anybody know what's new?
